The Department of Labor’s wage determinations — the schedules of prevailing wage and fringe rates by occupation that federal construction and service contracts are bound to — from SAM.gov’s keyless WDOL APIs, with the determination text inline rather than locked in a PDF. One record is one determination at one revision, so a rate can be read as it stood on a date and a new revision shows up as an addition in the release diff. The whole history is here: all 2,666 Service Contract Act determinations and all 85,426 Davis-Bacon general decisions, superseded ones included, reached through the publisher’s own determination-number space because two thirds of the archive carries no usable publication date to filter on. Collective bargaining agreements are structurally excluded, because they are private contracts filed with the Department rather than government works. Determination number, revision, act, state, county codes and construction types ride in metadata. Every record carries its source URL, fetch timestamp, HTTP status and the SHA-256 of both the raw response and the extracted record. Every release ships a manifest with every file’s SHA-256 and a Merkle root over every chunk hash, which the buyer can recompute from the downloaded files. record_id and chunk_id are stable across releases. Personal data is screened out inside the pipeline before any hash is computed.
