The eCFR — the Code of Federal Regulations as currently in force — read from GovInfo’s keyless bulk XML repository: 49 titles and more than 220,000 sections and appendices. One record is one section, the citable unit, carrying the volume’s amendment date, the source credit naming the Federal Register documents that last amended it, and the part’s statutory authority. Two sections that are registers of designated persons are refused before ingestion. Every record carries its source URL, fetch timestamp, HTTP status and the SHA-256 of both the raw response and the extracted record. Every release ships a manifest with every file’s SHA-256 and a Merkle root over every chunk hash, which the buyer can recompute from the downloaded files. record_id and chunk_id are stable across releases. Personal data is screened out inside the pipeline before any hash is computed.
