The Environment Agency’s regulatory and permitting guidance manuals, published on GOV.UK and collected through its keyless content and search APIs — the appropriate-measures standards for permitted waste facilities, odour management under an environmental permit, landfill and landspreading permitting, onshore oil and gas permitting, radiological monitoring and the groundwater protection code of practice. Fifteen manuals are in scope, one record per section, each carrying its manual, the publisher’s own description and change-note history, and the Open Government Licence v3.0 the Agency publishes under. Every record carries its source URL, fetch timestamp, HTTP status and the SHA-256 of both the raw response and the extracted record. Every release ships a manifest with every file’s SHA-256 and a Merkle root over every chunk hash, which the buyer can recompute from the downloaded files. record_id and chunk_id are stable across releases. Personal data is screened out inside the pipeline before any hash is computed.
