The Swedish statute book — the acts and ordinances of Svensk författningssamling (SFS) in the consolidated form Swedish practice cites — collected from the Swedish Parliament’s open-data service with no API key and no login. Measured on 2 October 2026 the collection is 11,432 consolidated acts from 1686 to the present, renewed nightly as amendments are folded in. One record is one act as of one consolidation, keyed on its SFS designation exactly as a filing prints it (1999:1229, 1904:26 s.1, N2019:1) together with the amending act the text is consolidated up to and including, read from the act’s own header; an act never amended is keyed as enacted. When a new amendment is folded in the act becomes a new record beside the old one, so successive consolidations of the same act form a series a buyer can diff. The designation is deliberately not reassembled from the API’s separate year and number fields, which drop the page and appendix discriminators that tell old acts apart. The publisher’s rebuild timestamp rides separately and is labelled as a fetch watermark, never as the as-of date. The collection is historical as well as current and every record says which: on a random sample of 60 acts, 48 carry the publisher’s own repeal date, so most of the statute book by count is repealed law — it is kept, because the text as it stood is what a question about the past is answered against, and it is labelled, with a repeal date still in the future reported as in force until that date. The scope is the consolidated statute rendering only: 133 OCR-scanned nineteenth-century Riksbank and National Debt Office regulations served under the same document type carry no citation and are refused, and acts the publisher has never digitised, or serves as a header with no text, are refused and counted rather than shipped as a title with no body. Text is chunked so that one paragraph is one section, enumerated lists keep their own lines, and an oversized section is split on its own sub-paragraph breaks. Every record carries the source acknowledgement the publisher’s terms prescribe, in Swedish and English, and a statement that the dataset is not endorsed by the Parliament, as those terms require. Reproduction rests on section 9 of the Swedish Copyright Act (1960:729), under which no copyright subsists in statutes; that Act is itself one of the records. The text is Swedish. Every record carries its source URL, fetch timestamp, HTTP status and the SHA-256 of both the raw response and the extracted record. Every release ships a manifest with every file’s SHA-256 and a Merkle root over every chunk hash, which the buyer can recompute from the downloaded files. record_id and chunk_id are stable across releases. Personal data is screened out inside the pipeline before any hash is computed.
